Overview of the New Order

The Madhya Pradesh government has come out with a fresh order on contractual employees beneficial for thousands of employees who were expecting regularization of their services in this festival season prior to Navratri.

This decision was in response to High Court that has been quite precising whether guest teachers are to be regularized or not. The order threatens roughly 70,000 guest teachers that stand working in the state at the moment.

The Context for the Regularization

Preceding all these, the education department had been sending guest teachers to be confirming vacant teaching positions. At the moment, there are about 70,000 guest teachers working across Madhya Pradesh.

Scourge of these teachers went to the High Court to be awarded employment contracts of permanent nature. The court told the government to follow the right procedure on their regularization after giving ears to their appeal.

Qualifications and Experience of Guest Teachers

Guest teachers have claimed to possess the TET certificates besides possessing DED and BED certificates to teaching. They have taught from as long as 3 years & up to 15 years they can therefore work as regular teachers. They also noted that other states have already normalized their guest teachers, which the petition argued should also happen in Madhya Pradesh.

Execution of the Guidelines Enunciated by the High Court

Following the directives of the High Court, the DPI has come out clean that in reference to the provisions of the Madhya Pradesh School Education Service Conditions & Recruitment Rules, 2018 amended up to December, 2022, there are specific provisions described for recruitment of the teachers.

In particular, guest teachers will get 25% of the vacancies undergoing work for at least 200 days in the government schools for more than three academic sessions.
